  * tuexen discussed how to mitigate blackhole detection problems
    * Action item:
      * tuexen@ will commit change to allow an administrator to commit a fixed value. The used value will be max(current calculate value, fixed value). Therefore, a fixed value of 0 will maintain the current behavior. Update: Harder than initially thought.
      * tuexen@ will tweak pmtud_blackhole_detection such that 0 means disabled, 1 means enabled for IPv4 and IPv6, 2 means enabled only for IPv4, 3 means enabled only for IPv6.
  * Discussed how one can increase the TCP receive buffer size
  * dummynet has buffer limits, which are limiting satellite communication emulations. thj@ will look into this.
  * Availability of Black Box logging tools have been discussed. @thj will make them available after getting them from rrs@.
