rrs@ discussed plans to upstream pacing generalizations for use by TCP stacks (
D20953). We discussed interactions with SO_MAX_PACING_RATE. If you enable pacing in the TCP stack, rrs@ proposes that the TCP stack pacing will completely override any value set by users via the socket option. @rrs thinks this is equivalent to what Linux does with BBR.
