What to do about /usr/local

There's two forces motivating settling the /usr/local question.

First, there's a desire to improve the out of box experience with FreeBSD. Right now, FreeBSD installs all its packages into /usr/local. This is very deeply engrained in the project, and is unlikely to easily change without a huge amount of effort for both the in-tree sources, as well as dozens or maybe hundreds of external build setups.
